The 'Right-to-plug e-charging infrastructure in residential buildings 2023' project focuses on promoting the mobility transition by expanding the e-charging infrastructure in residential buildings. The 'right-to-plug' regulation introduced in the Residential Property Act 2022 (WEG 2022), which enables homeowners to connect e-charging stations, plays a central role in this. The study analysed the current status of the implementation of e-charging infrastructure in residential buildings. Legal, technical and institutional aspects were combined in order to provide practical results.

The analyses show that around 40% of the 2.42 million multi-storey flats in Austria fall under the WEG regime. According to estimates, this concerns around 300,000 to 350,000 parking spaces, of which only 1.1% are currently equipped with e-charging infrastructure. The demand for charging infrastructure is growing, but many housing companies are still reluctant to offer comprehensive solutions. The study emphasises the need to promote community installations with dynamic load management in order to drive electrification. Targeted subsidies and a clearer legal framework are recommended for this. A handbook for property managers was also developed to systematically support the process of setting up charging infrastructure.
